The challenge
Policy, benefits, IT how-to and plant safety content lived in eight systems with three different search engines and no shared ownership. New hires took 21 days to reach productivity, the service desk absorbed 34,000 answerable tickets a quarter, and every function had started its own chatbot pilot.

Content ownership before content ingestion
We named an owner and a review cadence for every source before it was indexed. Unowned content did not ship — which removed the stale-answer failure mode most portals die from.
Entitlement-aware retrieval
Answers respect existing HR, plant and region permissions at query time, so a plant supervisor and a corporate analyst asking the same question get different, correct answers.
Journeys, not FAQs
Onboarding, transfer, leave and equipment requests were modelled as guided journeys with the transaction attached, not as documents to read.
Deflection measured against a baseline
We instrumented the service desk before launch so every claimed deflection is a ticket that used to exist.
